Most of the Inner Ring's broadcasting stations are located in the Third Ring and aren't particularly well guarded. In fact, independent stations don't have much by way of guards at all, barring whatever they choose to hire. No one here is from a noble house that ranks high enough to waste resources on them; they might have servants, but that's it.
The number of employees (or fanbrats, in the case of young Araneans with too much money and free time) varies between stations. Some are fairly minimal, while big name companies are massive, with multiple stations.
You'll find House Oujh maintains a tight alliance with a large pro-Regency broadcasting company, but dismantling their hold proves extremely difficult whatever your methods. House Khnk also proves unhelpful, despite their potential to swing pro-COST. Note that at what point you guys bomb the HRHR is up to you, though!
If you guys want to do something and it's IC, go for it. Run it by us first if you have doubts about how outrageous it is, but if you can think of a way to integrate it with the success or failure of your HRHR and you're both into it, we'll likely give you the green light.
